Water issue - different contracts with TamilNadu


A link to a blog Dt 10th February,Friday2012 is relevant to the issue of supplying water to Tamil Nadu by the Kerala Government.this is regarding the Issue of Mullaperiyar Dam which is in Kerala& firmly belongs to Kerala A link to the blog of 10 th February 2012 is. http://smundanat.blogspot.com/2012/02/mullaperiyar-dam-real- facts.html The contract concluded by the then CM of Kerala should be treated as Null& Void as the contract agreement was never discussed in the Legislative Assembly& got the approval of the House. Leaving the issue apart ,Tamil Nadu has made it a practice to approach the Supreme court in advance before the Kerala Govt takes up the issue& thus get favourable decision from the Apex court. In another yearly contract on Parambikkulam- Aliyar water issue ,the Tamil Nadu is bound by contractual obligations to supply water to Kerala to cater for the need of paddy fields of Chittoor In the Palakkad District. Every year invariably the draughts due to lack of rains come up & every year enormous loss is suffered by the Farmers of Chittur when their efforts to grow Paddy go futile .the Tamil Nadu never compensates the loss mainly because there does not appear to have any clear cut clause in the contract for such compensations. This year too a loss of around 80 crores was sustained by the Chittur Farmers.usually such losses are being compensated by the Central Government after sending a team to asses the loss.Even though the losses are not fully covered,the compensations are partly given by Central Government.the remaining loss is being written off by the State Government whereas the Tamil Nadu Goverment is liable to compensate under the provisions of the contract . This year it was told that the Kerala Government intended to approach the Apex court with a view to insisting upon the need for compensation by the Tamil Nadu Government. But the fate of such a proposal whether,in fact,did by the Government& if they did what was the result is unknown. The cleverness of Tamil Nadu Government to get their due from other State governments like Karnataka& Kerala over & above the entitlement is well known In this regard every political Parties & their leaders are of identical views without an element of difference of opinion among them. At the same they never bother to give away dues to the other states.their impertinence in this respect is also well known.What is unknown is why the Central Government never bothers to insist upon the liability of the Tamil Naadu& their implementation in toto. When the issue of Mullaperiyar comes ,every committee constituted by the Governments & the Court favors the Tamil Nadu because they had already established their ownership to the dam through illegal terms since the day of the agreement was made. Every year this kind of Drama is being staged.Tamil Nadu is always clever to keep their upper hand Even the issue of possible damages to the Mullaperiyar Dam due to natural calamities like EARTHQUAKE ,which could never be predicted by anyone ,is being ignored by the Tamil Nadu Government. If any strong EARTHQUAKE of high intensity resulting in T-Sunami,the entire district& City of Ernakulam,which is the heart & soul of Kerala,is likely to be under water.The loss of life& property in such a catastrophy is Unimaginable. Despite all this ,The Tamil Nadu Government does not look like bothered & instead continue to even prevent the officials who are desirous of examining the Dam independently. Where the situation is heading is a matter of wide concern.it is time the Government of Kerala wake up to take Stern steps .This was ignored all along by different Government& Political Parties ruled the State..
